Solar Eclipses - more dangerous than bare sun?

Are solar eclipses more dangerous to look at than the bare sun? I'm missing today's solar eclipse (which has just started) because I don't have protective equipment to look at the rising sun... (Anyway it is only a mere 14%)

 What  is the scientific reason that accounts for more damage to the eye when looking at an eclipse compared to the regular sun? When we can see the rising sun with naked eye, is it still not advisable to see the eclisped rising sun...

In fact, we should argue that, the eclipsed sun should have a lesser brightness, making it more safe to see.
